简要规格描述或项目基本概况介绍、用途：近年来，由于辖区面广量大，安全管理、服务企业等方面有待进一步加强，且随着临港新片区新一轮开发建设的不断推进，南汇新城镇企业数量和居民人口不断增加，各种商业模式、业态日益丰富，南汇新城镇企业整体工作量呈现大幅度增势，对市场监管工作提出了前所未有的艰巨考验。为了进一步优化营商环境、维护市场秩序、保障消费者合法权益、筑牢安全底线，采购人现开展镇市场监督所第三方协管服务项目，主要工作内容为：窗口登记服务、文书档案整理、企业年报管理、公众诉求调处、特种设备安全协管、食药械化安全协管、创卫创城等相关工作。（具体内容详见第三章服务需求书）
Brief specification description or basic overview of the project: In order to further optimize the business environment, maintain market order, protect the legitimate rights and interests of consumers, and build a solid safety foundation, the purchaser is currently launching a third-party supervision service project for the town's market supervision office. The main tasks include: window registration services, document and archive organization, enterprise annual report management, public complaint mediation, special equipment safety supervision, food, drug, and medical device safety supervision, and related work for creating a clean environment and promoting urban development. (For detailed information, please refer to Chapter 3 of the service requirements document.)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and micro enterprises in government procurement, and implement the policy of supporting small and micro enterprises: This project is specifically for procurement by small and micro enterprises. During the evaluation process, no price discount benefits will be applied to the products of small and micro enterprises. (2) Support welfare-based units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Compliant with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (2) Not included in the list of "Credit China" or the China Government Procurement Network (www.ccgp.gov.cn) for individuals who have been listed as失信executive， major tax violation subjects， or serious illegal and dishonest behavior records in government procurement； (3) Must be a legal person or unincorporated organization established within the territory of China (This project (does not accept) subsidiaries can participate in the procurement activities under their own names)； (4) Subcontracting is not allowed for this project.
