Brief Specification Description: This project is located on Plot WNW-C3-3-3 in the Core Area of Dishui Lake, Lingang New Area. Bounded by Huabai Road to the north, Zhubai Road to the south, West Huansan Road to the east, and Zijinghua Road to the west, the site covers a total land area of approximately 8,548.27 square meters and is zoned as G1 Public Green Space.

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、满足《中华人民共和国政府采购法》第二十二条的规定 ；
2.落实政府采购政策需满足的资格要求：
1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。
2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
5）本项目不接受进口产品。

(c)本项目的特定资格要求：（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采(2024)12号)第17条规定的供应商，不得参加本项目的采购活动。
（4）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；
（5）园林绿化施工企业须配备与工程规模相适应的施工现场管理机构人员。本项目的工程规模为：
小型工程1：标段最高限价400万元以下（含400万）的园林绿化工程项目，根据项目实际情况设置，最低应为5人（含）以上，且需包含*园林项目负责人1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1名。
（6）园林绿化施工企业项目负责人须具有园林专业中级及其以上职称。
(c)Specific qualification requirements for this program: (i) Complies with Article 22 of the Government Procurement Law of the People's Republic of China.
(ii) Not listed as a Dishonest Person Subject to Enforcement, a party involved in a major tax violation case, or a record of serious illegal dishonesty in government procurement on Credit China or China Government Procurement Network (www.ccgp.gov.cn).
(iii) Suppliers who meet the provisions of Article 17 of the Guiding Opinions on Aligning with High-Standard International Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Hu Cai Cai〔2024〕No.12) are not allowed to participate in the procurement activities of this project.
(iv) Must be a legal person or unincorporated organization legally established within the territory of China (Branches are not allowed to participate in the bidding in their own name).
(v) Landscape construction enterprises must be equipped with an on-site management team commensurate with the project scale. Project
