Brief specification description or basic overview of the project: The earthwork excavation and transportation for plot 44-02 in the FXS5-0202 unit of the Haigang Comprehensive Economic Development Zone must be carried out after obtaining the required permits from the relevant industry authorities. The soil must then be transported to the unloading point designated by the tenderer and leveled as required.
合同履约期限：自合同签订之日起45个自然日内完成所有工作内容（具体时间以采购人要求为准）
The Contract Period: Complete all work content within 45 natural days from the date of contract signing (specific time subject to the purchaser's requirements)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定。
2、近三年未被列入“信用中国”网站失信被执行人名单、重大税收违法案件当事人名单（重大税收违法失信主体）和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的投标人;
(b)Qualification requirements to be met to implement government procurement policies: 1. Complies with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Bidders who have not been included in the "Credit China" website (www.creditchina. gov.cn) list of dishonest persons subject to enforcement, the list of major tax violation cases (major tax violation dishonest subjects), and the China Government Procurement Network (www.ccgp. gov.cn) list of government procurement serious illegal dishonest behavior records in the past three years;
(c)本项目的特定资格要求：3、具有独立承担民事责任的能力及相应的履约能力；
4、本项目专门面向中小企业采购；
5、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
6、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
7、本次招标不接受联合体投标，不允许合同转让与分包。
