二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。
(b)Qualification requirements to be met to implement government procurement policies:This procurement implements policies related to the government's mandatory or priority procurement of energy-saving and environmental label products, promotes small and medium-sized enterprises, promotes employment of people with disabilities, and supports prison enterprises.
(c)本项目的特定资格要求：1、供应商须具有水利水电工程施工总承包二级资质，项目经理必须持有水利水电工程专业二级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。
2、本项目专门面向中小企业采购。
3、本项目不允许联合体投标。
(c)Specific qualification requirements for this program:1. The supplier must have a Level 2 general contracting qualification for water conservancy and hydropower engineering, and the project manager must hold a Level 2 registered constructor qualification in the field of water conservancy and hydropower engineering, as well as a "Safety Production Assessment Certificate" (Certificate B) issued by the water administrative authority. Other construction personnel must be certified to work. 2. This project is specifically open to small and medium-sized enterprises. 3. Joint bids are not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
