简要规则描述：项目位于临港重装备产业区，北至芦五公路（含交叉口），南至万水路，位于 Q05-03 地块（规划）中部。规划用地性质为G1 公共绿地和 S1 道路用地。总建设面积约为 6049.91 平方米，其中 G1 公共绿地面积约为 5456.29 平方米，S1 道路用地面积约为 593.62 平方米。工程主要建设内容为道路工程、绿化工程等。
Brief Specification Description: The project is located in the Lingang Heavy Equipment Industrial Zone, bounded by Luwu Highway (including intersections) to the north and Wanshui Road to the south, situated in the central part of the Q05-03 plot (planned). The land use classification is designated as G1 public green space and S1 road space. The total construction area is approximately 6,049.91 square meters, with G1 public green space covering 5,456.29 square meters and S1 road space occupying 593.62 square meters. The project primarily involves road construction and landscaping works.
合同履约期限：90个日历天(实际开工日期以监理开具的施工开工令为准)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies that encourage energy-efficient products, environmentally certified products, and support for small and medium-sized enterprises (SMEs) and welfare institutions for persons with disabilities.
(c)本项目的特定资格要求：3.根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。
4.其他资格要求：
1)具有独立法人资格，其经营/业务范围符合本项目要求；
2)参加政府采购活动前三年内，在经营活动中没有重大违法记录；
3)具有建筑工程总承包三级及其以上资质且具备有效的安全生产许可证；
4)项目拟派项目经理：建筑工程专业二级或以上注册建造师执业资格。该项目负责人以在上海市建筑建材业网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外）(磋商响应文件递交时不得调整，不得有在建项目)。
5)“投标人”、“法人代表”及“项目负责人”近三年来无行贿犯罪记录；
6)按照《关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号）投标人须具有良好的信用记录；
7)本项目（☑是□否）专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须提供《中小企业声明函》；
8)本项目不联合体投标；
(c)Specific qualification requirements for this program: Registered suppliers. 4. Other requirements: 1) Possess independent legal entity status with business scope compliant with project requirements; 2) No major violations in the three years prior to participating in government procurement activities; 3) Hold Grade III or higher general contracting qualification for construction projects and valid safety production license; 4) Project-appointed project manager: Registered constructor with Grade II or higher qualification in construction engineering; 5) "Bidders", "Legal Representatives", and "Project Managers" must have no bribery records in the past three years; 6) Bidders must maintain good credit history; 7) This project exclusively targets small, medium, and micro enterprises (SMEs) and public institutions. SME suppliers meeting the conditions specified in Cai Ku [2020] No.46 must submit the SME Declaration Letter; 8) Consortium bidding is not permitted for this project.
