简要规则描述：2026年周浦中转站设施维修项目，项目内容主要包括：翻建重载地坪约1561.9m2、新建冲洗水截流横沟22.1m、铺设HDPE管道DN500约34m、翻建雨污水检查井6座、更换检查井井盖16个、拆除并重建蓄水池1座、翻建侧石74.2m，以及相应的绿化修复及其他零星修补工作，具体项目内容、采购范围及所应达到的具体要求以磋商文件及图纸内容为准。
Brief Specification Description: Zhoupu Transfer Station Facility Maintenance Project in 2026, mainly including: Reconstruction of heavy-duty floor about 1561.9m2, construction of new flushing water interception ditch 22.1m, laying of HDPE pipeline DN500 about 34m, reconstruction of 6 rainwater and sewage inspection wells, replacement of 16 inspection well covers, demolition and reconstruction of 1 reservoir, reconstruction of side stones 74.2m, and corresponding greening restoration and other sporadic repair work. The specific project content, procurement scope and specific requirements to be met shall be subject to the negotiation documents and drawings.
合同履约期限：合同签订生效之日起至质保期结束，计划工期：90日历天（具体开工日期以采购人指令为准）
The Contract Period: From the effective date of contract signing to the end of warranty period, planned construction period: 90 calendar days (the specific commencement date shall be subject to the instruction of the purchaser)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留（专门面向小微企业）
(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved shares, and the reserved shares are reserved as a whole (specially for small and micro enterprises)
(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）须系我国境内依法设立的法人或非法人组织。
（5）具有建筑工程施工总承包三级及其以上资质。
（6）具有安全生产许可证（有效期内）。
（7）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
(c)Specific qualification requirements for this program: (3) The person in charge of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project. (4) It must be a legal person or an unincorporated organization legally established in China. (5) It has the qualification of Grade III and above for general contracting of construction engineering. (6) Have a safety production license. (7) The person in charge of the proposed project shall have the qualification of registered construction engineer of Grade II or above in construction engineering specialty, have valid safety production assessment certificate, and have not served as the project leader of other construction projects under construction.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
