Brief Specification Description:Through dredging the sluice openings of the three sluice gates as well as the internal and external rivers,the drainage conditions have been effectively improved to ensure unobstructed drainage and enable the three sluice gates to fully perform their functions of waterlogging drainage and water resource regulation.

二、申请人的资格要求2.Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。
(b)Qualification requirements to be met to implement government procurement policies:This procurement implements relevant policies including the government's mandatory or priority procurement of energy-saving and environmental label products,promotion of micro,small and medium-sized enterprises,promotion of employment for persons with disabilities,and support for prison enterprises.
(c)本项目的特定资格要求：3、供应商须具有水利水电工程施工总承包一级资质，项目经理必须持有水利水电工程专业一级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。
4、本项目非专门面向中小企业项目。
5、本项目不允许联合体投标。
(c)Specific qualification requirements for this program:The supplier must possess a Class 1 General Contracting Qualification for Water Conservancy and Hydropower Engineering Construction.The project manager must hold a Class 1 Registered Constructor qualification in Water Conservancy and Hydropower Engineering,and also must have the Certificate of Qualification for Safety Production Assessment(Certificate B)issued by the water administrative department.All other construction personnel must hold valid certificates to work.
This project is not specifically targeted at small and medium-sized enterprises(SMEs).
Consortium bidding is not permitted for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
