Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业采购。本次招标执行支持中小微企业、促进残疾人就业、支持监狱和戒毒企业等相关政策。         (b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at procurement by small and medium-sized enterprises. The bidding process will be implemented in accordance with relevant policies that support small and micro enterprises, promote employment for the disabled, and support enterprises in prisons and drug rehabilitation centers.         (c)本项目的特定资格要求：（1）根据###市政府采购供应商登记及诚信管理办法》已登记入库。（2）未被****网站”列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信名单。（3）在中华人民共和国境内注册，具备独立法人资格，具有合法有效的营业执照（4）不存在以下不良信用记录情形： 1） 被人民法院列入失信被执行人的； 2) 被工商行政管理部门列入企业经营异常名录的； 3) 被税务部门列入重大税收违法案件当事人名单的； 4) 被政府采购监管部门列入政府采购严重违法失信行为记录名单的 5）本次磋商不允许联合体参与，不允许成交人以任何名义和理由进行转包或分包。如有发现，采购人有权终止合同，没收履约保证金（如有），并追究相应法律和经济责任。         (c)Specific qualification requirements for this program: (1) It has been registered and included in the database in accordance with the "Administrative Measures for Registration and Integrity Management of Government Procurement Suppliers in Shanghai".
