简要规则描述：为全面提高大团镇农业垃圾的回收利用率，美化市容环境。采购人拟通过本项目委托一位供应商对大团镇农业废弃物资源化利用服务，对农田及农户产生的农业废弃物进行收运处置服务，主要处置对象稻麦秸秆、果树苗、木树枝、蔬菜瓜果藤蔓等及部分绿化垃圾。（具体详见第三章采购需求书）
Brief Specification Description: To comprehensively improve the recycling rate of agricultural waste and beautify the urban environment in Datuan Town, the Purchaser intends to entrust a supplier with the agricultural waste resource utilization service for Datuan Town through this project.
The service covers the collection, transportation and disposal of agricultural waste generated from farmlands and farmers, mainly including rice and wheat straw, fruit tree seedlings, branches, vegetable and fruit vines, as well as part of the green waste.

合同履约期限：2026年5月1日至2027年4月30日。

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；
（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy for supporting small and medium-sized enterprises (SMEs): This project is exclusively procured from small and medium-sized enterprises. No price preference or discount shall be applied to products provided by small and medium-sized enterprises during the evaluation.
(2) Welfare units for persons with disabilities are supported and shall be regarded as micro and small enterprises.
(c)本项目的特定资格要求：3.1本项目不接受组成联合体响应；
3.2本项目不允许转包。
