简要规格描述或项目基本概况介绍、用途：对绿化养护项目二类项目及专项整治项目进行设计。服务范围包含临港新片区滴水湖80米景观带，二环城市公园带、春花秋色公园、顶科公园、星空之境、芦潮港公园、泥城公园及其余绿地，总计约1206公顷，工程费用约4500万元（每年）。包括铺装、植物等绿地设施的养护设计工作。
Brief specification description or basic overview of the project: Design second-class green maintenance projects and special rectification projects. The service scope includes the 80 meter landscape belt of Dishui Lake in Lingang New Area, the Second Ring City Park belt, Chunhua Qiuse Park, Dingke Park, Starry Sky Realm, Luchaogang Park, Nicheng Park and other green spaces, totaling about 1206 hectares, with a project cost of about 45 million yuan (per year). Including the maintenance and design work of green facilities such as paving and vegetation.
合同履约期限：自合同签订之日起三年

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定。
2、近三年未被列入“信用中国”网站失信被执行人名单、重大税收违法案件当事人名单（重大税收违法失信主体）和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的投标人;
(b)Qualification requirements to be met to implement government procurement policies: 1. Complies with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Bidders who have not been included in the "Credit China" website (www.creditchina. gov.cn) list of dishonest persons subject to enforcement, the list of major tax violation cases (major tax violation dishonest subjects), and the China Government Procurement Network (www.ccgp. gov.cn) list of government procurement serious illegal dishonest behavior records in the past three years;
(c)本项目的特定资格要求：3、具有独立承担民事责任的能力及相应的履约能力；
4、具有工程设计专项资质风景园林工程设计专项资质甲级或工程设计综合资质甲级资质；
5、本项目非专门面向中小企业采购；
6、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
7、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
8、本次招标不接受联合体投标，不允许合同转让与分包。
