简要规则描述：为严格落实《上海市交通委员会关于进一步加强本市道路掘路管理的通知》要求，针对经路政掘路行政许可需开挖的路面，为确保路面完全恢复至开挖前原状，彻底消除因路面破损可能引发的通行安全隐患，保障道路通行功能与市民出行安全，拟通过专业工程作业实现系统性修复。主要实施内容为：沥青路面修复(含翻挖沥青面层、水泥混凝土基层、机械摊铺沥青混凝土及黄砂回填等)、白色路面修复(含翻挖混凝土面层、水泥混凝土基层、黄砂回填及土方外运等)、人行道修复(含翻挖人行道板、翻挖混凝土、铺装碎石基础及土方外运等)、人行道铣刨加罩(含铣刨沥青混凝土路面及土方外运等）。（具体数量及要求详见工程量清单）

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：（3）须具市政公用工程施工总承包三级及以上资质；
（4）具有安全生产许可证（有效期内）；
（5）拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
（6）业绩要求：无；
（7）其他要求：无。
(c)Specific qualification requirements for this program: (3) Must have the qualification of Grade III and above for general contracting of municipal public works; (4) Having a safety production license (within the validity period); (5) The person in charge of the proposed project has the qualification of a registered construction engineer with a major in municipal public works of Grade II or above, has a valid certificate of safety production assessment, and has not served as the person in charge of other construction projects under construction; (6) Performance requirements: None; (7) Other requirements: None.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
