简要规则描述：根据《上海市生态环境损害赔偿工作实施细则》（沪环规〔2024〕5号）工作要求，开展对书院镇桃园路66号西侧地块的生态环境损害赔偿鉴定工作，出具具有法律效力的生态环境损害赔偿鉴定报告。
Brief Specification Description: In accordance with the requirements of the "Implementation Rules for Ecological Environment Damage Compensation in Shanghai" (Hu Huan Gui [2024] No. 5), the ecological environment damage compensation assessment for the plot west of No. 66 Taoyuan Road in Shuyuan Town has been conducted, and a legally binding ecological environment damage compensation assessment report has been issued.
合同履约期限：合同签署后20个自然日内提供鉴定报告，并通过双方验收
The Contract Period: Provide an appraisal report within 20 natural days after the contract is signed and pass the acceptance of both parties

3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、本项目非专门面向中小企业采购；
5、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
6、本次采购不接受联合体响应，不允许合同转让，允许合同分包（允许成交单位将非主体、非关键性工作依法分包）。
7、供应商须具有国家行政主管部门办法的有效期内的《司法鉴定许可证（环境损害司法鉴定）》。
