简要规则描述：按照南汇新城镇人民政府的统一部署和要求，配合金港社区在辖区范围内开展城市综合管理相关工作，包括但不限于巡查、固守、发现、记录、上报、处置、协助职能部门执法及其他相关应急工作，完成金港社区布置的各类专项工作任务，确保金港社区辖区范围内干净、整洁、有序、安全。具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准。
Brief Specification Description:According to the unified deployment and requirements of the People's Government of Nanhui New Town,we will cooperate with Jingang Community to carry out urban comprehensive management related work within our jurisdiction,including but not limited to inspection,guarding,discovery,recording,reporting,disposal,assisting functional departments in law enforcement and other related emergency work,completing various special work tasks assigned by Jingang Community,and ensuring that the Jingang Community's jurisdiction is clean,tidy,orderly,and safe.The specific project content,procurement scope,and specific requirements to be met shall be subject to the corresponding provisions of the negotiation document
合同履约期限：自2026年4月1日至2026年12月31日，共9个月

二、申请人的资格要求2.Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（■是□不是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:(1)Implement measures to reserve quotas,increase the share of small and micro enterprises in government procurement,and support policies for small and micro enterprises:This project(■Yes□No)is specifically aimed at purchasing from small and medium-sized enterprises,and during the evaluation process,small and micro enterprise products will not be subject to price discounts.(2)Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（2）项目不允许转包。
(c)Specific qualification requirements for this program:(1)Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules(Hu Cai Cai Cai[2024]No.12)are not allowed to participate in the procurement activities of this project;(2)Subcontracting is not allowed for the project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement,the list of parties to major tax violation cases,or the list of records of serious illegal and dishonestacts in government procurement by"Credit China",China Government Procurement Network(www.ccgp.gov.cn);
