简要规格描述或项目基本概况介绍、用途：为贯彻落实浦东新区“构建海外综合服务体系、提升企业出海服务专业度”的核心目标，规范财政资金使用，提升服务效能，现拟通过公开招标方式采购2026年度“走出去”相关服务，承接机构需全面负责浦东分平台建设与运营、浦开保利出海集聚区运营、招商宣介及企业服务活动开展、出海专业研究等四项核心工作，推动浦东打造成为企业出海首选地和服务标杆。（详见招标文件第三部分-服务需求书）。
Brief specification description or basic overview of the project: In order to implement the core goal of Pudong New Area to 'build an integrated overseas service system and enhance the professionalism of services for enterprises going abroad,' standardize the use of fiscal funds, and improve service efficiency, it is now planned to procure services related to 'going global' for the year 2026 through public bidding. The contracting organization shall be fully responsible for four core tasks: the construction and operation of the Pudong sub-platform, the operation of Pukai Poly overseas cluster, promotion and enterprise service activities, and professional research on going global, in order to promote Pudong as the preferred destination and service benchmark for enterprises going abroad. 合同履约期限：自合同签订之日起至2026年12月。

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the relevant government procurement policies and regulations that encourage and support innovation, green development, as well as support for small and medium-sized enterprises, welfare enterprises, etc.
(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
3、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
4、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参加同一合同项下的政府采购活动；
5、本项目不允许转包；
6、本项目面向大、中、小、微型企业，事业单位、社会组织等各类供应商采购。
(c)Specific qualification requirements for this program: 3. Potential bidders who provide overall design, standards preparation, or project management, supervision, testing, and other services for the procurement project shall not participate in the procurement activities of this project; 4. Different potential bidders with the same unit leader or having direct controlling or management relationships shall not participate in government procurement activities under the same contract; 5. Subcontracting is not allowed for this project; 6. This project is open for procurement from suppliers of all types, including large, medium, small, and micro enterprises, public institutions, and social organizations.
