二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities.
(c)本项目的特定资格要求：1、本项目不接受联合体响应。
2、本项目专门面向中、小、微型企业进行采购。中、小、微型企业应当按照要求提供《中小企业声明函》。
3、未被列入“信用中国”网站失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单。
4、法人的分支机构以自己的名义参与本项目采购活动时，应提供依法登记的相关证明文件和由法人出具的对本项目采购活动承担全部直接责任的授权书；自然人应提供身份证明文件。
5、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. This project don't accept consortium responses. 2. This project is aimed at procurement for small, medium, and micro enterprises. Small and medium-sized enterprises should provide the "Small and Medium sized Enterprise Declaration Letter" as required. 3. Not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn). 4. When a branch of a legal entity participates in the procurement activities of this project in its own name, it shall provide relevant certification documents registered in accordance with the law and an authorization letter issued by the legal entity to assume full direct responsibility for the procurement activities of this project; Natural person provide documents.5、Don't allowed subcontracting.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
