简要规则描述：为提升东明路街道全域的精细化管理水平，实现市容环境管理全覆盖，东明路街道拟通过竞争性磋商的方式择优选取一家供应商提供对街道道路红线外失管失养区域的保洁、日常检查和巡视工作，总面积约74687.27平方米。（具体详见第三章采购需求书）
Brief Specification Description: To enhance the refined management level across the Dongming Road Subdistrict and achieve comprehensive urban environment management, the subdistrict plans to select a preferred supplier through competitive consultation to provide cleaning, daily inspections, and patrols for the unmanaged and neglected areas outside the road redlines, covering a total area of approximately 74,687.27 square meters. (For details, refer to Chapter 3: Procurement Requirements.)
合同履约期限：2026年度，本次采购工作完成前由原服务单位继续履行服务，在此期间所产生的相关费用，待项目采购完成后由成交供应商按成交价折算支付给原服务单位，费用按成交总价/365*原单位服务天数计算。
The Contract Period: In 2026, the original service unit will continue to provide services until the completion of this procurement work. The related expenses incurred during this period will be converted and paid to the original service unit by the successful supplier based on the transaction price after the project procurement is completed. The expenses will be calculated as the total transaction price divided by 365 * the number of service days provided by the original unit.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
