Brief Specification Description:This project will competitively select a qualified provider through a competitive consultation process to deliver financial supervision services for the junior high school supporting the C09-01 plot in the Lingang New Area 105 Community. The primary tasks include comprehensive fund monitoring, financial management, and investment control (specific details subject to the procurement authority's particular requirements)
合同履约期限：自合同签订之日开始起至成交供应商完成本项目约定的工作范围内所有项目财务（投资）监理工作内容并通过审计及竣工财务决算后结束
The Contract Period:From the date of contract signing until the successful supplier completes all financial (investment) supervision work within the scope of work agreed upon in this project and passes the audit and final financial settlement upon completion

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：包括但不限于节能产品政府采购、环境标志产品政府采购、促进中小企业发展、支持监狱企业发展、促进残疾人就业。
(b)Qualification requirements to be met to implement government procurement policies:Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and promoting employment for people with disabilities.
(c)本项目的特定资格要求：（1）供应商应配备从事工程概算、预（结）算、竣工财务决算审查工作的专业技术人员和具有注册会计师执业资格的财务人员；注册会计师执业资格人员允许外聘或与有资质的会计师事务所组成联合体；外聘注册会计师执业资格人员的，该人员不得再作为参加本项目采购活动的其他供应商的项目组成员
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动
（3）本项目接受联合体投标，应满足以下要求：
1）参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与投标必须提供总所的授权委托书和《会计师事务所（分所）执业证书》，总所与分所不能同时参与本次采购活动；
2)参加联合体的供应商均应当符合征集文件规定的合格供应商的条件，并应当向征集人提交联合协议，联合体各方必须指定牵头人，授权其代表所有联合体成员负责参加采购活动和合同实施阶段的主办、协调工作；
3）联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；
4）组成联合体的供应商不得超过两家。
5）联合体应当以造价咨询单位为牵头人。
(c)Specific qualification requirements for this program:(1) Suppliers should be equipped with professional technical personnel engaged in engineering budget estimation, pre (settlement), and completion financial settlement review work, as well as financial personnel with certified public accountant qualifications; Certified public accountant practitioners are allowed to hire or form consortia with qualified accounting firms; Those who hire external certified public accountant practitioners shall not serve as members of the project team of other suppliers participating in the procurement activities of this project. (2) Suppliers who meet the requirements of Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project. (3) When accepting consortium bidding for this project, the following requirements shall be met: 1) Accounting firms ……
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn);
