Brief Specification Description:The relocation and demolition work for residents in the Shen Zhuang Old Street area has been largely completed, with a large number of above-ground plants, such as greenery seedlings, still present on-site—approximately 1,200 in total. 二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：3、已在上海市政府采购网登记入库的供应商，必须获得上海市电子签名认证证书（CA认证证书）；4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；5、须系我国境内依法设立的法人组织（本项目不接受分公司以自己名义参加采购活动）；6、施工现场项目管理机构拟派人员配备要求：*园林项目负责人（园林专业中级职称及以上）1人、安全员1人、质量员1人、材料员1人、中级及以上园林绿化工(班组负责人)1人。说明：1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；7、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；8、本项目不接受联合体响应。
(c)Specific qualification requirements for this program:The personnel allocation requirements for the construction site project management organization are as follows: 1 landscaping project leader (intermediate professional title or above in landscaping), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate or above landscaping green chemical (team leader). Explanation: 1) The above personnel staffing requirements are the minimum staffing requirements; For projects with complex construction techniques, suppliers may increase the number of technical management personnel, construction workers, and other personnel appropriately based on the project situation, in addition to the personnel allocation requirements mentioned above; 2) The position shall not concurrently hold two or more projects, and must have an electronic information card of the project leader for Shanghai landscaping engineering practitioners, with no records of ongoing projects
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn);
