Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性企业等的政策规定 (b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant policies and regulations on government procurement that encourage and support energy-saving products, environmental certification products, and support for small and medium-sized, welfare enterprises for the disabled, etc. (c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定2、未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；3、###市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合；4、施工现场项目管理机构拟派人员配备要求最低均应为5人（含）以上，且需包含：项目负责人（园林专业中级职称）1 人、安全员 1 人、质量员 1 人、材料员 1 人、中级园林绿化工（班组负责人）1人；5、项目负责人资格要求：项目负责人须具###市园林绿化工程从业人员项目负责人电子卡；6、本项目专门面向中小企业采购；7、本项目不接受联合体投标。 (c)Specific qualification requirements for this program:1. In accordance with the provisions of Article 22 of the "Law of the People's Republic of China on the Administration of Governmentcurement";2. Not listed as a discredited person by "Credit China" or the China Government Prourement Network (********), or as a party to major tax violations, or as a party to records of serious dishonesty in government procurement3. The construction enterprises engaged in urban landscape greening projects should hold a valid business license, and the project management organization at the construction site should be commensurate with the of the project;4. The project management organization at the construction site should have a minimum of 5 personnel (including), including: 1 project leader (with professional title in horticulture), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate horticultural greening worker (team);5. Project leader qualification requirements: The project leader must have (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********);
