简要规则描述：本项目主要服务内容是负责本辖区内野生动物疫源疫病监测，通过监测，掌握疫情发生情况，切实维护本区域内的公共卫生安全。同时配合科普宣传、绿林地及候鸟迁徙停歇地巡查及其他相关工作。（具体详见第三章采购需求书）
Brief Specification Description: The main service content of this project is to be responsible for the monitoring of wildlife epidemic sources and diseases within the jurisdiction. Through monitoring, the occurrence of epidemics can be grasped, and the public health security within the region can be effectively maintained. At the same time, it will cooperate with popular science publicity, green forest areas and migratory bird stopover sites for inspection, as well as other related work. (For details, please refer to Chapter Three of the Procurement Requirements Document.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。 （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：1、须系我国境内依法设立的法人或非法人组织；
2、本项目不允许转包。
