Through forest tending measures, it aims to optimize the stand structure, enhance forestland productivity and tree growth increment, promote tree growth and forestland regeneration, and improve the ecological benefits of the forest stands. 合同履约期限：30日历天 The Contract Period: 30 calendar days 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved procurement shares, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is exclusively open to procurement from SMEs. During the evaluation, no price discount preference shall be applied to products provided by SMEs.(2) Support prison enterprises and welfare-oriented units for the disabled, and treat them as micro and small enterprises on a par;(3) Policy of prioritizing procurement of energy-saving and environmental-friendly products: Under the same conditions of technical and service indicators, priority shall be given to the procurement of products included in the catalogues of energy-saving and environmental-friendly products issued in the Ministry of Finance Document No. [2019] 18 and Ministry of Finance Document No. [2019] 19. Mandatory procurement shall be implemented for products marked with "★" in the catalogue of energy-saving products. Suppliers (c)本项目的特定资格要求：（1） 未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；（2）施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及其以上职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1人。（3）项目负责人须具有园林绿化工程从业人员项目负责人电子卡，具有园林专业中级及其以上职称，且无在建项目记录。（4）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。（5）本项目仅面向中小企业（含中型、小型、微型企业）采购。 (c)Specific qualification requirements for this program: (1) Not being included in the lists of persons subject to enforcement for breach of trust, major dishonest entities in taxation, and records of serious illegal and dishonest acts in government procurement on the Credit China website and the China Government Procurement Network (********);(2) Requirements for the proposed personnel of the on-site project management team: The team shall consist of at least 5 members (inclusive), including 1 landscape project manager (with intermediate or higher professional title in landscape architecture), 1 safety officer, 1 quality control officer, 1 materials officer, and 1 intermediate landscape gardener (team leader).(3) The project manager must hold an electronic certificate for project managers engaged in landscape architecture engineering, possess an intermediate or higher professional title in landscape architecture, and have no record of ongoing projects.(4) Suppliers that fall under the provisions of Article 17 (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
