简要规格描述或项目基本概况介绍、用途：根据浦废管[2018]9号文件《浦东新区生活垃圾中设施运营监管考核办法》《上海市市容环境卫生管理条例》、《上海市城市生活垃圾收运处置管理办法》、《上海市生活垃圾管理条例》等文件。进一步规范新片区生活垃圾中转设施日常运行管理，提升新片区生活垃圾中转场所运营水平，切实提高设施运营，监管质量，严控设施对周边环境的影响，每日对中转垃圾日产日清，实现生活垃圾中转设施安全，稳定，达标运营的目标。平均日处置量为180吨。
Brief specification description or basic overview of the project:In accordance with Document No.9[2018]of the Pudong Waste Management Office,including the"Measures for the Supervision and Assessment of Facility Operation in Pudong New Area's Domestic Waste,"the"Shanghai Municipal Regulations on Urban Appearance and Environmental Sanitation,"the"Shanghai Municipal Regulations on the Collection,Transportation,and Disposal of Urban Domestic Waste,"and the"Shanghai Municipal Regulations on Domestic Waste,"further standardization of daily operations for waste transfer facilities in the new area is implemented.This aims to enhance the operational standards of waste transfer sites,improve facility operation and supervision quality,strictly control environmental impacts,ensure daily clearance of waste,and achieve safe,stable,and compliant operation of domestic waste transfer facilities.The average daily disposal capacity is 180 tons.

二、申请人的资格要求2.Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
(b)Qualification requirements to be met to implement government procurement policies:1.In accordance with Article 22 of the Government Procurement Law of the People's Republic of China,2.Not included in the list of dishonest persons subject to enforcement,parties involved in major tax violations,or records of serious illegal and dishonest behavior in government procurement by"Credit China"or China Government Procurement Network(www.ccgp.gov.cn)
(c)本项目的特定资格要求：（1）本项目专门面向中小企业采购；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
（3）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
（4）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
（5）本次招标不接受联合体投标，不允许合同转让与分包。
