Being responsible for the management and operation of the center's affairs, and handling various assessment and inspection affairs at the municipal, district, and street levels; 2. Provide free public welfare day care and organize public welfare activities for the elderly in the surrounding communities; 3. Provide property services and other public welfare activity services; 4. Maintenance and payment of public utility fees (water, electricity, gas, Internet, communication) and sewage discharge fees. This project's one-time procurement is valid for three years. The contract is signed annually. After passing the assessment by the purchaser each year, the contract will be renewed. The service period covered by the procurement budget of this project is from January 1, 2026 to December 31, 2026. Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。 (c)本项目的特定资格要求：1、本项目不允许转包。 (c)Specific qualification requirements for this program: Subcontracting is not allowed for this project.
