简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式选择一家合格的供应商，负责金高大楼的运营管理工作，内容包括但不限于：大楼运营服务、维修养护管理服务、公共环境管理服务、公共安全及秩序保障服务、会务活动保障服务及后勤保障服务。本项目一次采购三年有效，合同一年一签，每年经过甲方考核合格后，合同续签一年，最长不超过三年。本次预算金额涵盖的服务期限为2026年1月1日至2026年12月31日。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project intends to select a qualified supplier through public bidding to be responsible for the operation and management of the Jinguo Building. The content includes but is not limited to: building operation services, maintenance and repair management services, public environment management services, public security and order guarantee services, conference and activity guarantee services, and logistics support services. This project's one-time procurement is valid for three years. The contract is signed annually. After passing the assessment by Party A each year, the contract will be renewed for another year, with a maximum of no more than three years. The service period covered by the budget amount this time is from January 1, 2026 to December 31, 2026. (For details, please refer to Chapter Three of the Procurement Requirements Document.

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、本项目不允许转包。

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
