二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关支持中小企业、节能产品及福利企业的政策规定。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the relevant policies and regulations of government procurement in support of small and medium-sized enterprises, energy-saving products, and welfare enterprises
(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（****公司以自己名义参加采购活动）；
（4）具有建筑工程施工总承包三级及其以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；

(c)Specific qualification requirements for this program:(4) Possess the qualification of general contracting of construction projects at level 3 or above; (5) Possess the safety production permit (within validity period); (6) The person in charge of the project to be appointed shall have the qualification of registered constructor at level 2 or above in the specialty of civil engineering and a valid certificate of safety production assessment; (7) Exclusively open to small and medium-sized enterprises.
