简要规格描述或项目基本概况介绍、用途：根据《上海市市容环境卫生管理条例》、上海市住房和城乡建设管理委员会沪建标定[2016]1148号文件规定等文件规定，确保公厕满足常驻人口及游客的需求，对镇域范围内的23座固定公厕进行日常保洁养护。分别是9座一类公厕，12座二类公厕,2座三类公厕。在日常运行中，满足作业要求、做到文明服务、增加人员配置等，大客流及节假日期间，根据各活动需求，延长保洁时段及频次，确保公厕满足需求。
Brief specification description or basic overview of the project: According to the "Regulations on the Management of Urban Appearance and Environmental Sanitation of Shanghai", the document of Shanghai Housing and Urban-R Construction Management Committee No. 1148, and other documents, it is necessary to ensure that public toilets meet the needs of the permanent population and tourists, and carry out cleaning and maintenance of 23 fixed public toilets in the town. There are 9 Class I public toilets, 12 Class II public toilets, and 2 Class III toilets. In daily operation, it is necessary to meet the operational requirements, provide civilized service, increase the allocation of personnel, etc. During the peak passenger flow and holidays, to the needs of various activities, extend the cleaning time and frequency to ensure that public toilets meet the needs.

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserved share, increase the share of small and micro enterprises in government procurement, and preferential policies for small and micro enterprises: this project (is) specially designed for the procurement of small and micro enterprises, and there is no discount for small and micro enterprise products in the review. (2) Support the welfare institutions for the disabled, and treat them as small and micro enterprises;
(c)本项目的特定资格要求：3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
4、本项目不允许转包。
