简要规则描述：为全面推进高桥镇居家养老服务提质增效，切实满足经老年照护统一需求评估符合条件的本市户籍老年人养老需求，我镇将按老年人护理等级及困难状况，提供免费居家上门服务。结合本镇实际情况，现特开展居家养老服务项目，进一步提升养老服务供给水平，持续改善老年人生活质量。
Brief Specification Description:To comprehensively promote the quality improvement and efficiency enhancement of home-based elderly care services in Gaoqiao Town and effectively meet the elderly care needs of local registered elderly people who have passed the unified elderly care demand assessment, our town will provide free home-based services based on the elderly's care level and difficulty status. In light of the actual situation of our town, we are now launching a home-based elderly care service project to further enhance the supply level of elderly care services and continuously improve the quality of life for the elderly.

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。
(b)Qualification requirements to be met to implement government procurement policies:Promote government procurement of energy-saving products and environmentally labeled products. Promote the development of small and medium-sized enterprises, prison enterprises and welfare units for the disabled. Standardize the procurement policies for imported products.
(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。
4、具有《中华人民共和国企业法人营业执照》、《税务登记证》、《组织机构代码证》，未被管理部门禁止参加政府招投标活动的供应商。
5、供应商与采购人、其他潜在的供应商等本项目相关单位不存在利益关系。单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
6、本次采购不接受供应商联合体响应。
7、本项目面向大、中、小、微型等各类供应商采购。
(c)Specific qualification requirements for this program:3.
