Brief specification description or basic overview of the project: Conduct routine maintenance on security facilities in 23 residential areas in Nicheng Town, intelligent systems in the urban transportation center, smart public security in residential areas, newly constructed facilities in 2021, and 9 underpasses' surveillance cameras.
合同履约期限：2026年01月01日至2026年12月31日（本项目一招三年，服务期满经考核，工作绩效良好的，可以再续签下一年）
The Contract Period: From January 1, 2026, to December 31, 2026 (this project is contracted for a duration of three years. Upon expiration of the service period and upon assessment, if the work performance is satisfactory, the contract can be renewed for another year)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, no price discounts or promotions will be applied to products from small and micro enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（3）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Not being included in the list of dishonesty and dishonesty of the people who have been sentenced to be executed, the list of parties involved in major tax violations, and the list of serious illegal and dishonest behaviors in government procurement on "Credit China" and the Chinese Government Procurement Network (www.ccgp.gov.cn); (2) Suppliers who meet the requirements stipulated in Article 17 of the "Guiding Opinions on Promoting the Reform of Government Procurement in Pilot Areas by Aligning with International High-Standard Economic and Trade Rules" (Shanghai Financial and Economic Affairs [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) Subcontracting is not allowed in this project.
