Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。 (b)Qualification requirements to be met to implement government procurement policies:This procurement project implements government procurement policies and regulations that encourage and support innovation, green development, as well as support small and medium-sized enterprises and welfare enterprises. (c)本项目的特定资格要求：1、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；2、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参加同一合同项下的政府采购活动；3、本项目不允许转包；4、本项目专门面向中小微企业采购。 (c)Specific qualification requirements for this program:1. Potential bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in the procurement activities of this project; 2. The same person in charge of the unit or different potential bidders with direct controlling or management relationships shall not participate in government procurement activities under the same contract; 3. This project does not allow subcontracting; 4. This project is specifically aimed at procurement for small and medium-sized enterprises.
