Brief Specification Description:This project is a renovation project of the drainage pipe network on Jiaqiao Road and other roads. The main work contents include removing pipe blockages and inflating pipe plugs, removing pipe blockages and brick seals, cement mortar plastering and repair of manholes, motor vehicle lane surface layer, base layer excavation and repair, overall repair through ultraviolet curing, and local resin curing, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)
合同履约期限：工期要求：施工工期90日历天（法定节假日除外），计划开工日期：2025年12月31日（具体以采购人通知为准）。
The Contract Period:Construction period requirements: The construction period is 90 calendar days (excluding legal holidays), and the planned start date is December 31, 2025 (subject to the notice of the purchaser).

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于响应文件有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, no price discount benefits will be applied to the products of small and medium-sized enterprises. (c)本项目的特定资格要求：1、具有市政公用工程施工总承包三级及其以上资质；
2、具有安全生产许可证（有效期内）；
3、拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4、业绩要求：无；
5、其他要求：无。
(c)Specific qualification requirements for this program:1. Possessing a Grade 3 or above general contracting qualification for municipal public works construction; 2. Possess a valid work safety license; 3. The proposed project leader should hold a second-level or higher registered constructor professional qualification in municipal public works, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 4. Performance requirements: None; 5. Other requirements: None.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
