Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（□是■不是）专门面向中小企业采购，评审时中小企业产品均执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies:1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (□ Yes ■ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, price discounts will be implemented for products from small and medium-sized enterprises. (2) Welfare units for disabled people and treat them as small and micro enterprises. (c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。（2）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。（3）本项目不允许转包。 (c)Specific qualification requirements for this program:(1) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project. (2) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant certification materials registered in accordance with the law and a written authorization issued by the legal entity authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities. Legal entities and their branches shall not participate in the procurement activities of the same project simultaneously. (3) This project does not allow subcontracting.
