To improve the living environment and quality for nearby residents, and to create a vibrant and dynamic community square, an upgrade and renovation project is proposed for Futi Road Square in Hangtou Town. The main implementation includes: resurfacing 1,544 m² of the area, installing new tree pits and benches, renovating flower beds, constructing a new entrance sculpture, adding new electrical box railings, building a rest stop, erecting curb stops, laying new water supply and storm drainage pipes, linear drainage ditches, replacing 34 customized landscape manhole covers, and enhancing one landscape feature within the flower beds. 合同履约期限：本项目施工工期180日历天，计划开工日期：2025 年11月17日（暂定，具体开工日期以采购人通知为准） The Contract Period:The construction period for this project is 180 calendar days, with the planned commencement date set for November 17, 2025 (tentative; the actual start date will be subject to the purchaser's notice) 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (2) Support welfare units for people with disabilities and treat them as small and micro enterprises and so on (c)本项目的特定资格要求：3、须系我国境内依法设立的法人组织（本项****公司以自己名义参加采购活动）；4、施工现场项目管理机构拟派人员配备要求：*园林项目负责人（园林专业中级职称及以上）1人、安全员1人、质量员1人、材料员1人、中级及以上园林绿化工(班组负责人)1人。说明：1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；2）*岗位不得同时兼任两个及以上项目,须具###市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园###市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；6、本项目不接受联合体响应。 (c)Specific qualification requirements for this program:3. It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); 4. The personnel allocation requirements for the construction site project management organization are as follows: 1 landscaping project leader (intermediate professional title or above in landscaping), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate or above landscaping green chemical (team leader). 5. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project; 6. This project does not accept consortium responses.
