二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and promote the employment of people with disabilities. Implementation shall be in accordance with the Measures for the Administration of Government Procurement to Promote the Development of Small and Medium-Sized Enterprises (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support of Government Procurement for Small and Medium-Sized Enterprises (No. 19 [2022]).
(c)本项目的特定资格要求：具有建设部颁发的电子与智能化工程专业承包二级及其以上资质，拟派项目负责人须具备机电工程注册建造师二级及其以上资格；本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program:It has a secondary or higher qualification certificate for electronic and intelligent engineering professional contracting issued by the Ministry of Construction. The proposed project leader must possess a secondary or higher qualification as a registered constructor in mechanical and electrical engineering. This project is specifically procured from small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
