简要规则描述：龙阳路南侧龙汇路周边约3.2万平米区域绿地树木茂盛、灯光昏暗，近年来治安隐患多发。为根治该绿地内治安乱象，拟通过疏剪抽稀植物、补充灯光布置等改善隐匿问题、消除安全隐患，整体完善道路系统提升区域景观。
Brief Specification Description:The area of about 32,000 square meters around Longhui Road on the south side of Longyang Road is lush with trees and dimly lit. In recent years, there have been many security risks. To thoroughly address the public security chaos within this green space, it is planned to improve the hidden issues and eliminate potential safety hazards by pruning and thinning plants, supplementing lighting arrangements, and comprehensively enhance the road system and regional landscape.

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。
(b)Qualification requirements to be met to implement government procurement policies:Promote government procurement of energy-saving products and environmentally labeled products. Promote the development of small and medium-sized enterprises, prison enterprises and welfare units for the disabled. Standardize the procurement policies for imported products.
(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。
4、其他资格要求：
4.1施工现场项目管理机构拟派人员配备要求：最低应为4人（含）以上，且需包含园林项目负责人（园林专业中级职称）、安全员、质量员、材料员各1名。
4.2单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
4.3未被列入“信用中国”网站失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。
4.4依法缴纳税收、社会保障资金及参加政府采购活动前三年内在经营活动中没有重大违法记录。
4.5本项目仅面向中、小、微型等各类供应商采购。
