3.对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
The bidder within the customs territory shall provide valid independent legal person business license,tax registration certificate,organization code certificate,or combined certificate and business license.The scanned copy of the original shall be provided during bidding(the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投标人应为所投产品（色谱分析仪系统/分析小屋）的制造商。如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。
The bidder shall be the manufacturer of the products(chromatographic analyzer system/analysis cabin).If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered(the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters),the bidder shall be regarded as the manufacturer.

2015年1月1日至投标截止日（以合同签署时间为准），投标文件应同时满足以下业绩要求（可接受以下两项要求同时体现在一个合同）：
（1）投标人所投的色谱分析仪的制造商具有至少2个在中国境内应用于烃类介质测量的合同业绩（VOC非甲烷总烃测量应用除外），单个合同数量不少于15台；
（2）投标人具有至少1个在中国境内分析小屋系统集成的合同业绩，单个合同中色谱分析仪数量不少于5台。
From January 1st,2015 to the deadline for submission of the bid(subject to the signing time of the contract),the tender documents should simultaneously meet the following performance requirements（If the following two requirements are in one same contract,it can be accepted.）：
(1)The manufacturer of the chromatographic analyzer submitted by the bidder has at least two contract performances in China for the measurement of hydrocarbon media(excluding VOC non-methane total hydrocarbon measurement applications),with no less than 15 units in each contract.
(2)The bidder must have at least one contract performance of system integration of analytical cabins in China,with not less than five sets of chromatographic analyzers in a single contract.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、项目所在地、制造商名称、货物名称、色谱仪数量、烃类介质等。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单均算为1个有效业绩。
The Bidder shall furnish reference list in given form,and provide corresponding documentary evidence.The documentary evidence shall include but not limited to:copies of sales contract.The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows:Date of signing contract,contract signing page(domestic trade contracts should have signatures or seals from both parties,international trade contracts should have signatures or seals from both parties),project job, name of manufacturer,name of goods,the number of chromatographs and hydrocarbon media.
If the performance contract is an annual agreement,in addition to providing the annual agreement,corresponding orders should also be provided,and the order content or number should be associated with the annual agreement.Providing one or more orders under the same annual agreement is considered as one valid performance.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
If no documentary evidence furnished,or documentary evidence furnished can not demonstrate the above performance requirements,the relevant reference will be deemed invalid.
