投标人应具备的资格或业绩:对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:（1）资格要求 Requirements for Qualification of BidderA．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；如果投标人为境外注册公司，需提供有效的公司登记注册证明；The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 本次招标不接受代理商投标。投标人应为所投色谱分析系统的制造商/集成商。如果投标人是制造厂商所在集团内负责销售的公司，投标人应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。如果投标人是制造厂商同一集团负责销售的所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。同一集团同一品牌不同工厂制造的同型号或同系列的产品业绩，招标人均认可。Bid by Agent is not accepted. The bidder shall be the manufacturer or integrator of the Bid Chromatograph Analyzer System. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.. The performance of products of the same model or series manufactured by different factories of the same group and brand will be recognized by the tenderer.C. 是否接受联合体投标：否 Joint Venture: Not AcceptedD. 未领购招标文件是否可以参加投标:不可以 Bid without the bidding documents：NOT Allowed（2）资质要求 Requirements of Qualification: 无防爆证书：投标分析仪应满足爆炸危险区域1区防爆要求，并提供分析仪的本体防爆证书。Explosion proof certificate: The Bid Analyzer shall meet the explosion-proof requirements of Zone 1 for explosive hazardous areas and provide the explosion-proof certificate of the Bidding Analyzer body.（3）业绩要求Requirement for Bidder's reference:2015年1月1日至投标截止日（以合同签署时间为准），投标文件应同时满足如下业绩要求（可接受以下两项要求同时体现在一个合同）：1）投标人所投的色谱分析仪制造商至少具有2个合同的在中国境内应用于测量介质中含有碳7及以上组份的供货业绩，单个合同色谱分析仪数量不少于5台；2）投标人至少具有1个在中国境内色谱分析仪系统集成的合同业绩，单个合同色谱分析仪数量不少于5台。From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the bidding documents shall simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract) :1) The manufacturer of the chromatograph analyzers supplied by the bidder shall at least have two contracts for supply performance of chromatograph analyzers being applied in measurement media containing carbon-7 and above components within the territory of China, and the chromatograph analyzer number of each contract need to be greater than or equal to 5.2) The bidder must have at least one contract for chromatograph analyzer system integration within the territory of China, and the chromatograph analyzer number of of each contract need to be greater than or equal to 5.同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件及技术文件等。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）制造商名称、项目名称、货物名称、货物数量、测量介质、货物数量、测量介质。若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the project, name of goods, quantity of supply, measurement medium.If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.是否接受联合体投标:不接受
