简要规则描述：本项目是****局所辖各派出所、国际旅游度假区管理支队、综合保税区管理支队、自贸区临港新片区管****局****局其它各办公点，共计66套排队叫号及电子屏系统，842余套门禁系统，2172套CK报警系统和门禁系统，进行日常备品备件采购以及维修更换工作(具体要求详见磋商文件第三章)。
Brief Specification Description:This project involves the daily procurement of spare parts and maintenance & replacement work for the following systems across various locations under the jurisdiction of Pudong Public Security Sub-bureau: all police stations, International Tourism Resort Administrative Detachment, Comprehensive Bonded Zone Administrative Detachment, Lin'gang New Area Administrative Detachment of China (Shanghai) Pilot Free Trade Zone, the sub-bureau building, and other office locations of the sub-bureau. The specific systems include: a total of 66 sets of queue number calling and electronic screen systems, more than 842 sets of access control systems, and 2172 sets of CK alarm systems and access control systems. (For specific requirements, see Chapter 3 of the consultation document for details.)

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求：3、本项目仅面向小型、微型企业采购；
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
6、本项目不接受联合体投标。
(c)Specific qualification requirements for this program:(iii)This project is only open to small and micro enterprises for procurement.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
