Brief specification description or basic overview of the project:Procurement of robots for smart hospitals in Nicheng Community Health Service Center, Pudong New District, Shanghai (it plans to promote the construction and application of smart medical services in 2025, and the construction content includes a set of intelligent service management terminals for outpatient guidance, education, health management and other services; an intelligent hospital infectious terminal set for intelligent disinfection work in key areas of the center; an intelligent logistics management terminal set for intelligent materials such as central medical supplies; a set of smart outpatient digital clone system for health education interaction, sign detection and other services)(The specific content and requirements can be found in the third part of the tender document - Procurement Requirements)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次招标执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如投标产品的制造商（或服务提供商）为符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）第二条要求的中小微企业（本招标文件中所称的中小微企业的含义均与此相同），则投标人须在投标文件中提供格式符合财库〔2020〕46号附1要求的《中小企业声明函》；如投标人为残疾人福利性单位，则须在投标文件中提供格式符合财库〔2017〕141号文要求的《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。
(b)Qualification requirements to be met to implement government procurement policies:This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020 No.46) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment
(c)本项目的特定资格要求：1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
3）本项目面向大、中、小、微型企业，事业法人等各类供应商采购（但不接受公益一类事业单位投标，若为事业单位，应提供本单位为非公益一类事业单位的证明材料或承诺书）。
(c)Specific qualification requirements for this program:I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）This project is for purchases from large, medium, small, micro enterprises, legal persons and other suppliers (but does not accept bids from public welfare institutions. If it is a public institution, it should provide supporting documents or commitment letters of the unit as a non-public welfare institutions).
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn);
