简要规则描述：三林片区部分单位因用房年限较久，存在墙面、地板开裂，卫生间老旧漏水等问题，2025年计划对康桥路1720号，康桥路1800号，周浦派出所，周东派出所，航头派出所，东明路派出所等用房进行维修，主要维修内容有：1.屋顶防水翻新；2.部分地面、墙面修缮；3.空间布局局部调整；4.吊顶整修及灯具更换等。（具体数量及要求详见工程量清单及图纸）
Brief Specification Description:Some units in the Sanlin area have been in use for a long time, and there are problems such as cracks in the walls and floors, and old leaking bathrooms. It is planned to renovate the houses at No. 1720 and No. 1800 Kangqiao Road, Zhoupu Station, Zhoudong Police Station, Hangtou Police Station, and Dongming Road Police Station in 2025. The main renovation work includes: 1.pairing and renewing the roof waterproofing; 2. Repairing some parts of the ground and walls; 3. Making local adjustments to the spatial layout; 4.pairing the ceiling and replacing the lighting fixtures, etc. (For specific quantities and requirements, see the bill of quantities and drawings).
合同履约期限：本项目施工工期为90日历天（具体开工日期以采购人通知为准）。

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目专门面向小微企业采购。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at the procurement of small and micro enterprises.
(c)本项目的特定资格要求：3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。
3.2未被列入《信用中国网站》失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。
3.3为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。
3.4单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
3.5符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
3.6供应商具有住建部颁发的建筑工程施工总承包三级及其以上资质；
3.7供应商具有有效期内的安全生产许可证；
3.8拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
3.9本项目不允许联合体投标。
(c)Specific qualification requirements for this program:3.1 Suppliers that have been registered and included in the database in accordance with the "Shanghai Municipality Government Prourement Supplier Information Registration Management Measures".
3.2 Suppliers that are not listed on the "Credit China Website" (www.creditchina..cn) as persons who fail to perform their obligations in accordance with the law, the list of major tax violations, and the list of serious violations of government procurement.
33 Suppliers who provide overall design, specification preparation, or project management, supervision, and testing services for this procurement project shall not participate in other procurement activities of the project.3.4 Different suppliers with the same person as the person in charge of the unit or with direct control and management relations shall not participate in the same government procurement activities under the same contract.
3.5 Suppliers that meet the requirements of Article 17 of the "Guiding Opinions on Docking with Interna
