简要规则描述：本项目拟对辖区内老旧小区的建筑垃圾、大件垃圾进行清运，需要清运的垃圾范围包括居民装修的建筑装修垃圾、小区的大件垃圾、小区各类无主垃圾（不含毛垃圾、绿化垃圾、生活垃圾及工程建设所产生的垃圾），以及根据采购人需求，需要供应商在重要时间节点需清理的垃圾。（具体详见第三章采购需求书）
Brief Specification Description: This project aims to remove construction waste and large-sized waste from the old residential areas within the jurisdiction. The scope of waste to be removed includes the construction waste from residents' renovations, large-sized waste in the community, various abandoned waste in the community (excluding household waste, green waste, industrial waste and construction waste), as well as the waste that the purchaser requires the supplier to remove at important time points (please refer to the procurement requirements document in Chapter 3 for details).

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, small and micro enterprises are not subject to the price deduction discount.
(2) Support welfare-based units for the disabled and treat them as small and medium-sized enterprises.
