简要规则描述：完成南汇新城镇镇管范围内26座环卫公厕适老适幼化提升改造，预计年底前完成。改造内容主要包括：改进无障碍设施、改造厕间门、配备助行器和手杖、安装适老适幼辅助设施设备等。
Brief Specification Description: Complete the upgrading and transformation of 26 environmental sanitation public toilets within the jurisdiction of Nanhui Xincheng Town to be suitable for the elderly and young, and it is expected to be completed by the end of the year. The renovation mainly includes: improving accessible facilities, renovating toilet doors, equipping walking aids and canes, installing elderly and child friendly auxiliary facilities and equipment, etc.
合同履约期限：60日历天。2025年9月25日-2025年11月24日（暂定，具体开工日期以业主通知为准）。
The Contract Period: 60 calendar days. September 25, 2025- November 24, 2025 (tentative, specific start date subject to owner's notice).

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; (4) Purchase policy for domestic products: This project does not accept imported products.
(c)本项目的特定资格要求：（1）具有建筑工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
（2）供应商拟派项目经理须具有建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准；
（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（4）本项目仅面向中小企业（含中型、小型、微型企业）采购。
(c)Specific qualification requirements for this program: (1) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (2) The project manager proposed by the supplier must have a registered construction engineer qualification of Level 2 (including higher levels) in the field of construction engineering, and possess a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (4) This project is only available for procurement to small and medium-sized enterprises (including medium, small, and micro enterprises).
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
