简要规则描述：本项目位于上海市浦东新区东三里桥路1018号9幢上海数字产业园C座辅助研发楼。建筑一层为浦东新区数字运营平台展厅，二、三层为数字运营平台办公区，四层智慧指挥中心、会晤室，总面积为：3952.15㎡。主要工作内容包括但不限于：装饰装修工程、强弱电工程、消防工程、给排水工程、暖通工程、结构加固、楼层配套空调改造专项工程。（具体数量及要求详见图纸及工程量清单）
Brief Specification Description: This project is located in the auxiliary R&D building of Block C, 9 Shanghai Digital Industrial Park, No.1018 Dongsanliqiao Road, Pudong New Area, Shanghai. The first floor of the building is the exhibition hall of digital operation platform in Pudong New Area, the second and third floors are the office area of digital operation platform, and the fourth floor is the intelligent command center and meeting room, with a total area of 3952.15m2.. The main work contents include but are not limited to: decoration engineering, strong and weak electricity engineering, fire fighting engineering, water supply and drainage engineering, heating and ventilation engineering, structural reinforcement, and floor supporting air conditioning reconstruction special projects. (See drawings and bill of quantities for specific quantity and requirements)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人组织；
4、具备建筑工程施工总承包三级及以上资质，同时具备建筑装修装饰工程专业承包二级及以上资质；
5、具有安全生产许可证（有效期内）；
6、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
7、业绩要求：无；
8、其他要求：无。
(c)Specific qualification requirements for this program: 3. It must be a legal person organization established in China according to law; 4. Have the qualification of Grade III and above for general contracting of construction projects, and have the qualification of Grade II and above for professional contracting of building decoration and decoration projects; 5. Have a safety production license (within the validity period); 6. The person-in-charge of the proposed project has the qualification of registered construction engineer of Grade II or above in construction engineering, has a valid certificate of safety production assessment, and has not served as the person-in-charge of other construction projects under construction; 7. Performance requirements: None; 8. Other requirements: None.
