简要规则描述：提供硬件设备包修、备品备件、常驻现场、系统健康巡检、机房工程运维、信息安全保障、系统分析及优化、重大事项现场保障、应急响应预案、故障恢复演练、文档和知识库维护等服务，保证新区档案局馆档案信息系统支撑平台稳定可靠运行，预防、预见问题的发生，避免或降低损失，保障应用系统安全、可靠、不间断地提供服务。
Brief Specification Description: We provide services such as hardware equipment repair, spare parts, on-site presence, system health inspection, computer room engineering operation and maintenance, information security assurance, system analysis and optimization, on-site support for major issues, emergency response plans, fault recovery drills, document and knowledge base maintenance, etc., to ensure the stable and reliable operation of the archive information system support platform of the Archives Bureau and Archives of the New Area, prevent and anticipate the occurrence of problems, avoid or reduce losses, and ensure that the application system provides services safely, reliably, and uninterruptedly.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等政策，将落实相关政策
(c)本项目的特定资格要求：（1）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（2）具有独立承担民事责任能力的在中华人民共和国境内注册的企业法人、事业单位、民办非企业组织或者其它组织；
（3）本次招标为网上招标，供应商须取得上海市电子签名认证证书（CA 认证证书）；
（4）本次采购不接受联合体投标。
（5）本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: (1) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (2) Enterprise legal persons, public institutions, private non enterprise organizations or other organizations registered within the territory of the People's Republic of China with independent capacity to bear civil liability; (3) This bidding is an online bidding, and suppliers must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (4) This procurement does not accept consortium bidding. (5) This project is specifically aimed at procurement for small and medium-sized enterprises.
