Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策:强制采购在国家公布的节能清单中以“★”标注的品目。2)鼓励节能政策:在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3)鼓励环保政策:在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4)落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展:本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。5)本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: 1) Compulsory procurement of energy-saving product policy: compulsory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions as technology, service and other indicators, priority should be given to the purchase of products in the energy-saving list announced by the state. 3) Encourage environmental protection policies: Under the same conditions of performance, technology, service and other indicators, priority should be given to the purchase of products in the list of environmental protection products announced by the state. 4) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises will not be discounted at the time of review. (c)本项目的特定资格要求：1、须具有依法注册的独立法人、独立承担民事责任能力的自然人或其他组织；2###市政公用工程施工总承包资质三级及其以上资质3、安全生产许可证（有效期内）4、投标人拟派项目###市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动6、没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的 (c)Specific qualification requirements for this program: 1.
