简要规则描述：本次实施的工程内容为通信管线设施，包括架空线、入户电缆等，要求去除废线、归并散线、合理入地。涉及到和平村、虹桥村、黄楼村、界龙村、栏杆村、新浜村、新春村、长丰村，排摸预计2510户左右。（具体数量及要求详见工程量清单）
Brief Specification Description: The project to be implemented this time involves communication pipeline facilities, including overhead lines and incoming cables, etc. It is required to remove waste lines, merge loose lines and lay them underground reasonably. The villages involved are Heping Village, Hongqiao Village, Huanglou Village, Jielong Village, LAN Gan Village, Xinbang Village, Xinchun Village and Changfeng Village. It is estimated that about 2,510 households will be investigated. (For specific quantities and requirements, please refer to the bill of quantities.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小微企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（本项目属于建筑业）
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small, medium and micro enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises. This project belongs to the construction industry.
(c)本项目的特定资格要求：3、持有有效的营业执照和安全生产许可证；4、具有市政公用工程施工总承包资质三级及其以上资质；5、拟派项目经理具有市政工程专业 贰 级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
(c)Specific qualification requirements for this program: 3. Hold valid business licenses and work safety permits; 4. Possess a Grade 3 or above general contracting qualification for municipal public works construction; 5. The proposed project manager should hold a second-level or higher registered constructor professional qualification in municipal engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project manager of any other ongoing construction project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
