简要规则描述：根据镇环境综合整治要求，保障城市运行管理，结合大团镇实际，大团镇综合行政执法队将通过以购买第三方服务的形式，购买专业队伍，用于日常镇非机动车乱停乱放进行管理等工作。（具体详见第三章采购需求书）
Brief Specification Description:According to the requirements of comprehensive environmental renovation in the town, to ensure the operation and management of the city, combined with the actual situation of Da tuanTown the comprehensive administrative law enforcement team of DaTuanzhen Town will purchase professional teams through the form of purchasing third-party services, which will be used for daily management of non-motor parking disorder in the town. (See the third chapter for details)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；
（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the measures of reserved share, improve the share of small and medium-sized enterprises in government procurement, and support for small and medium- enterprises policy: this project is specially designed for the procurement of small and medium-sized enterprises, and no price discount preference is given to the products of small and medium-sized enterprises the review; (2) Support the welfare institutions for the disabled, and treat them equally with small and micro enterprises.
