简要规则描述：实施政务外网传输效能优化服务，完成“一网双平面”网络架构建设，将数据、视频流量归属分流，并达到网络冗余、高性能传输的效果。
Brief Specification Description:Implement optimization services for the transmission efficiency of the Government Affairs Extranet, complete the construction of a “one network, dual-plane” architecture, segregate and route data and video traffic separately, and achieve network redundancy with high-performance transmission.
合同履约期限：自合同签订生效之日起90天内完成交付

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目专门面向小型、微型企业采购。小型、微型企业应当按照规定提供《中小企业声明函》。
