简要规则描述：现拟通过公开采购的方式择优选取一家第三方专业单位对浦东新区林草实施生态综合监测，建立数据库等。（具体详见第三章采购需求书）。
Brief Specification Description: It is planned to select a third-party professional unit through public procurement to implement comprehensive ecological monitoring of forests and grasses in Pudong New Area and establish a database. (For details, please refer to Chapter III Procurement Requirements).
合同履约期限：供应商须于2026年4月30日前递交成果文件（具体时间满足上海市林业局规定）
The Contract Period: The supplier shall submit the achievement document before April 30, 2026 (the specific time shall meet the requirements of Shanghai Forestry Bureau).

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
