Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位， 并将其视同小微型企业； (b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises (c)本项目的特定资格要求：3、受委托**、风险管控和修复、效果评估、后期管理等活动的从业单位，应当具备相应的专业能力，配备足够的管理、技术和操作人员，环境或地质等相关专业高级职称技术人员不少于5名，中级职称技术人员不少于10名，具有独立承担国内同类项目的业绩。从事上述活动的项目负责人、报告审核人应具有环境或地质等相关专业高级技术职称；4、投标人自身或者委托**NAS证书。投标人委托**CMA和CNAS证书及委托** CNAS 证书的，则不需要提供委托**局进行社会化服务机构备案。5、须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；6、本项目不接受组成联合体；7、法定代表人或企业负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段磋商 (c)Specific qualification requirements for this program:3. The commissioned units engaged in activities such as soil pollution investigation, risk assessment, risk control and remediation, effect evaluation, and post management shall possess corresponding professional capabilities, be equipped with sufficient management, technical, and operational personnel, and have no less than 5 senior professional title technical personnel in environmental or geological related fields, and no less than 10 intermediate professional title technical personnel, with independent performance in undertaking similar domestic projects. The project leader and report reviewer engaged in the above activities should hold senior technical titles in related fields such as environment or geology; 4. The bidder or the commissioned analysis and testing unit must possess CMA and CNAS certificates. If the bidder entrusts the analysis and testing unit, they need to provide the CMA and CNAS certificates of the testing unit and the commission agreement (if the bidder ******** (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********);
