简要规格描述或项目基本概况介绍、用途：由于临港新片区范围内道路和管线正持续建设变化很快，在完成2024年地下管线和道路要素补充调查和更新的基础上，结合近年来临港新片区高速发展的实际开发力度，需要在2025年及时定期开展至少400km地下管线要素和至少150km道路要素更新维护及三维模型制作工作，提升临港新片区市政地下管线及道路数据的完整性和现势性，探索三维地下城市空间数据可视化、可更新、可量算、可分析、可应用，促使临港新片区市政地下管线建设和数据应用水平逐步达到城市精细化管理的要求。
Brief specification description or basic overview of the project:Due to the continuous construction and rapid changes of roads and pipelines within the scope of the Lingang New Area, based on the completion of the supplementary investigation and update of underground pipelines and road elements in 2024, combined with the actual development efforts of the Lingang New Area in recent years, it is necessary to timely and regularly carry out updates and maintenance of at least 400km of underground pipeline elements and at least 150km of road elements, as well as 3D model production work in 2025, to improve the integrity and current situation of municipal underground pipeline and road data in the Lingang New Area, explore the visualization, renewability, measurability, analyzability, and applicability of 3D underground urban spatial data, and gradually promote the construction and data application level of municipal underground pipelines in the Lingang New Area to meet the requirements of urban refined management.
合同履约期限：自合同签订之日起至2025年11月30日。

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).
(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）本项目非专门面向中小企业采购；
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
(5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（6）本次招标不接受联合体投标，不允许合同转让与分包。
